The method we applied is a case study, and we have also used various observational and interviewing tools along with document analysis. We used Mixed Purposive Sampling to conduct this research, and a total of 57 individuals are interviewed, including urban managers and experts, contractors, sanitation workers, forepersons, Afghan waste pickers, and local activists and informants. The results show that various factors at the macro, medium, and micro levels facilitate the informal life of Afghan waste pickers in Tehran. These factors include economic and political situation in Afghanistan, cultural and familial features of Heratian workers, restrictive laws of Iran regarding foreigners’ employment and spatial access, working conditions and interactions in the waste field, roles played by urban hybrid governance, and finally the undignified status of this job among Iranians. Our findings show that several patterns of waste picking can be traced based on the geography of informal settlements and the diversity of economic partnerships with contractors among Afghan waste pickers in Tehran. We propose four informal economy models, including re-outsourcing, percentage partnership, maximum employer, and non-partnership with the contractor. These models of economic partnership have different implications for the power relations between waste pickers, intermediate forces, and contractors. In the re-outsourcing and non-partnership models, contractors have the least, and mediators have the most power. In comparison, the maximum employer model offers waste pickers the least autonomy and contractors the most power. Our findings reveal that there is an inseparable connection between the formal and informal realm of the waste field. They show that the informal arena is more connected to urban governance and urban political economy and less to the developmental issues.}, keywords = {Waste Picking,Informal Settlement,informal economy,Urban Hybrid Governance,Autonomy}, title_fa = {زمینه‌ها و فرایندهای شکل‌گیری زیست غیررسمی زباله‌گردی: مطالعۀ موردی کارگران افغانستانی در تهران}, abstract_fa = {پژوهش حاضر با هدف شناسایی زمینه­ها و فرایندهای شکل­گیری زیست غیررسمی زباله­گردی در میان کارگران افغانستانی در تهران انجام شده است. روش این پژوهش مطالعۀ موردی است و از ابزارهای گوناگون مشاهده و مصاحبه در کنار تحلیل اسناد استفاده شده است. نمونه‌گیری به شیوۀ هدفمند ترکیبی صورت گرفته است و مجموعاً با 57 نفر از مدیران و کارشناسان شهری، پیمانکاران، گاراژداران، سرکارگران، زباله­گردهای افغانستانی و مطلعین مصاحبه انجام شد. نتایج نشان داد عوامل گوناگونی در سطح کلان، میانه و خرد زمینه‌ساز حضور زباله­گردهای افغان در ایران و زیست غیررسمی آنان در شهر تهران است. عوامل اقتصادی و سیاسی وابسته به کشور افغانستان، عوامل فرهنگی و خانوادگی کارگران هراتی، قوانین مرتبط با اتباع شامل محدودیت فضایی برای تردد و محدودیت اشتغال در ایران، شرایط کاری و مناسبات درون شغلی در میدان زباله، عوامل مرتبط با نقش حکمروایی هیبریدی شهری و عدم منزلت اجتماعی این شغل نزد ایرانیان ازجمله این مواردند. یافته­ها همچنین نشان داد درمجموع، چند الگوی مختلف زباله­گردی براساس جغرافیای اسکان غیررسمی و تنوع شراکت اقتصادی با پیمانکاران در میان زباله‌گردهای افغانستانی در شهر تهران قابل ردیابی است. چهار الگوی اقتصاد غیررسمی شامل برون‌سپاری مجدد، شراکت درصدی، کارفرمایی حداکثری و عدم شراکت با پیمانکار شناسایی شد. مدل­های مختلف شراکت اقتصادی دلالت‌های گوناگونی برای مناسبات قدرت میان زباله­گردها، نیروهای واسط و پیمانکاران دربردارد. به‌طوری‎که در مدل برون‌سپاری مجدد و عدم شراکت، پیمانکاران کمترین قدرت و نیروهای واسط بیشترین قدرت را دارند. همچنین در مدل کارفرمایی حداکثری زباله‌گردها کمترین خودگردانی و پیمانکاران بیشترین قدرت را دارند. نتایج این پژوهش، پیوند ناگسستنی میان عرصه­های رسمی و غیررسمی را آشکار کرد و نشان داد عرصۀ غیررسمی بیش از آنکه مسئله­ای توسعه­ای باشد، امری مرتبط با حکمروایی شهری و اقتصاد سیاسی شهر است.}, keywords_fa = {زباله‌گردی,اسکان غیررسمی,اقتصاد غیررسمی,حکمروایی هیبریدی شهری,خودگردانی}, url = {https://ijsp.ut.ac.ir/article_76168.html}, eprint = {https://ijsp.ut.ac.ir/article_76168_563b114c8d9dc23e6b2215c1805fb8c1.pdf} }
