بررسی مسائل اجتماعی ایران

تفسیر معناییِ توسعه نیافتگی استان کرمانشاه با تأکید بردیدگاه صاحبانِ شرکت‌ها وکارگاه‌های شهرک‌های صنعتی این استان

چکیده
در این مقاله تفسیر معنایی توسعه‌نیافتگی استان کرمانشاه به عنوان رویکردی تفسیری که ریشه تجربه‌ی زیسته‌ی صاحبان حرف و شرکت‌ها دارد مورد بررسی قرار گرفته است. این تحقیق بر این اساس که تفسیر معنایی و روایت‌های فردی، تجربه‌ی شخصی افراد، صاحبان مشاغل و دست اندرکاران صنعت این استان بسی فراتر از داده‌ها و ارقامی که در ترازهای مالی بیان شده است، می‌تواند بازنماینده‌ی شرایط اقتصادی و توسعه‌ی این استان باشد، رویکردی کیفی مبتنی بر نظریه‌ی بسترمدار یا گراندد تئوری را مورد توجه قرار داده است. در تحقیق حاضر جامعه‌ی آماری همان صاحبان حِرَف و مشاغل صنعتی شهرک‌های صنعتی استان است. نتایج تحقیق نشان می‌دهد که افراد مورد مصاحبه عوامل بسیاری را همانند روحیه‌ی غیرصنعتی، مداخله‌های نهادی و دولتی، فقدان خوشه‌بندی صنعتی، سیاست‌های کتاب بسته، عدم تنفیذ تصمیمات، عدم روش دانش‌بنیان، نبود روحیه‌ی تکنوکراتیک و فقدان بازی آزاد به عنوان عوامل توسعه‌نیافتگی صنایع این استان لحاظ کرده‌اند و در نتیجه در این تحقیق 8 مقوله‌ی هسته‌ایی بعنوان عامل توسعه‌نیافتگی از تفاسیر معنایی این افراد استخراج شده و این افراد همین عوامل را ناشی سوء مدیریت مالی و فقدان رویکرد راهبردی/ مدیریتی مناسب به حساب آورده‌اند.

چکیده English

In this paper, the semantic interpretation of the non-development of Kermanshah province as an interpretive approach, which is the root of the life experience of the owners and companies, has been studied. The research, based on the fact that the semantic interpretation and individual narratives, the personal experience of individuals, business owners and industry practitioners in this province, far beyond the figures and figures expressed in the financial equilibrium, can be a reflection of The economic and developmental conditions of this province have taken into account the qualitative approach based on the theory of grounded theory. In the present study,  the Subjects are the same as the owners of the industrial enterprises and industrial towns of the province. The results of the research show that the interviewees mentioned many factors, such as non-industrial spirit, institutional and governmental interventions, lack of industrial clustering, closed book policies, lack of decision making, and lack of free play has been considered as an underdevelopment factor for the province's industries. As a result, in this research 8 basic categories have been extracted from the semanticinterpretations of these individuals and these are the same factors due to maladministration and the lack of an appropriate strategic / managerial approach
